Why are electricity taxes so high in Pakistan?

Electricity bills in Pakistan include multiple tiers of federal and provincial taxes. For regular domestic consumers, when consumption crosses 200 units, they lose their Protected Status, triggering the standard 18% General Sales Tax (GST), Provincial Electricity Duty (ED), Peshawar TV license fee, Income Tax, and multiple surcharges (such as Financing Cost Surcharge).
